An attorney for the American Civil Liberties Union said a City Council bill banning homeless people from camping at Kapiolani Park in Waikiki is fundamentally flawed.
HONOLULU (AP) - The Honolulu City Council is considering a proposal to chase the homeless out of Kapiolani Park by imposing a 24-hour ban on camping. The council members voted Wednesday to defer action. The council members are trustees of the Waikiki park.
